It also allegedly calls for a referendum and elections, constitutional amendments, and Kyiv's renunciation of force to retake territories that would come under Russian control. Further provisions reportedly include confirming Ukraine's non-bloc status, abandoning NATO membership and other military alliances, limiting the size of the Ukrainian military, reaching language agreements, and signing a comprehensive peace treaty with a future Ukrainian leadership, which would then be entrenched through a special United Nations procedure.
