Kyiv's major shopping centers have adopted differentiated operating protocols during air raid alerts, distinguishing between drone and missile threats, the city administration announced.

Under the new rules, a yellow alert level signaling a drone threat allows four major malls — DREAM, RETROVILLE, RIVER MALL and Victoria Gardens — to remain open, though individual retailers inside may decide independently whether to keep their doors unlocked. When a red alert is declared for missile, missile-drone or massive drone threats, all shopping centers must close and visitors are directed to designated shelters.

Two prominent exceptions apply regardless of alert level: the upscale department store TSUM and the Ocean Plaza complex will shut down during any air raid warning.

The measures reflect an effort to balance commercial activity with civilian safety as Russian aerial attacks continue. The tiered alert system, already used for metro operations, aims to reduce disruption while ensuring rapid evacuation when the most dangerous threats materialize.
