The proposals would require Ukraine to stop nearly all attacks on the Russian Federation and occupied Crimea, while Moscow would offer only a narrow reciprocal pause in its own strikes.
The reported demands include: an end to all Ukrainian long-range strikes deeper than 200 kilometers behind the front line against Russian military targets; an end to attacks on Russian civilian infrastructure; a halt to strikes on Crimea and the logistics network that supplies the occupied peninsula; and a stop to attacks on Russian oil refineries and broader energy infrastructure.
In exchange, the Kremlin is said to be willing to refrain from hitting only Ukrainian energy facilities and ports, signaling no readiness to halt strikes on most other Ukrainian targets.
Ratcliffe is expected to relay the proposals to Ukrainian officials and indicate that the United States, and he personally, are prepared to act as a moderator in any negotiations based on the terms.
