“The most powerful weapon we have is influence on consciousness,” Budanov declared, stressing that Ukraine must outpace the adversary not only on the battlefield but also in the information sphere by employing modern technologies, artificial intelligence and domestically developed tools.
He also addressed a new in‑absentia Russian court decision ordering his arrest, describing the ruling as a form of recognition of his effectiveness and pledging to continue his work in the same direction.
The Kyiv gathering assembled government officials, intelligence officers and academic experts to discuss the planning and execution of cognitive operations, underscoring Ukraine’s growing investment in psychological and informational instruments.
Observers say the remarks indicate a strategic shift toward non‑kinetic warfare as a complement to conventional military efforts.
