Searches at Deputy Prosecutor General's Office Reveal Surveillance of Anti-Corruption Leaders

Materials seized from the office of Maria Vdovichenko, first deputy to Prosecutor General Ruslan Kravchenko, indicate systematic monitoring of NABU and SAP leadership, their relatives and subordinates, raising concerns of a planned counteroffensive against Ukraine's independent anti-corruption bodies.

During searches at the office of Maria Vdovichenko on September 7, investigators discovered documents suggesting that Ukraine's two main anti-corruption agencies — the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAP) — had been under surveillance, along with their families and staff, Ukrainska Pravda reported citing law enforcement sources.

On the same morning, prosecutors received an order to compile all existing materials on NABU and SAP, a move the publication interpreted as evidence that Prosecutor General Andriy Kostin intended to launch a counterattack against the anti-corruption infrastructure despite recent developments.

The tension follows Operation "Carthage," announced jointly by NABU and SAP on September 5, which exposed a criminal group allegedly led by an official within the Prosecutor General's Office that provided "protection" for fraudulent call centers. The operation identified a key suspect, Yelyzaveta Ivakhnenko, known by the alias "Muse," a 24-year-old Odesa Law Academy graduate accused of facilitating bribes and laundering more than 42 million hryvnias.

The findings highlight a deepening institutional conflict between the prosecutor general's office and the independent anti-corruption bodies created after the 2014 revolution, which have frequently investigated high-level corruption involving prosecutors and politicians.

Neither Kravchenko nor the Prosecutor General's Office has commented on the surveillance allegations. The Security Service of Ukraine (SBU), which conducted the searches, has not issued a public statement.
