The Office of the Prosecutor General has prepared a suspicion notice against the head of the National Anti‑Corruption Bureau (NABU) on its own, according to lawmaker Yaroslav Zhelezniak. He described the move as the first stage of a plan, discussed as early as November, to use court proceedings to dismiss the leaders of NABU and the Specialized Anti‑Corruption Prosecutor's Office (SAP).
The announcement follows months of escalating tension between the prosecutor general's office and the independent anti‑corruption bodies. In September, a joint NABU‑SAP operation known as "Carthage" paralyzed the prosecutor general's office by removing officials authorized to sign procedural documents, and subsequent searches uncovered evidence that NABU and SAP leadership had been under surveillance.
Zhelezniak urged authorities to clarify whether the November plan to oust anti‑corruption chiefs through the courts remains active. "In fact, we see the first stage of implementation of this plan, and depending on the reaction we will see whether the next steps follow," he wrote.
Observers warn that the development raises serious concerns about the independence of Ukraine's anti‑corruption institutions.
