Ukraine Will Close Budget Deficit by Year-End, Zelensky Says

President Volodymyr Zelensky announced Ukraine will eliminate its current financial deficit before the end of the year, calling it a major achievement for the country and the European Union.

Ukraine will close its current financial deficit by the end of 2025, President Volodymyr Zelensky said, declaring the move a significant success for Kyiv and its European partners.

"I consider this a great success for our country, our team, and the European Union," Zelensky stated. "It was not easy. We worked with our budget, with our partners, in particular with the European Union, and will also try to partially use funds from next year's loan."

The president said the government would shift the loan utilization closer to January and use the proceeds to order drones for delivery in January and February 2027. The announcement signals continued coordination between Kyiv and Brussels on both fiscal stability and defense procurement.

Ukraine has relied heavily on external financial assistance since the full-scale invasion began in 2022, with the EU providing macro-financial support packages. Closing the deficit would mark a milestone in wartime budget management.

The drone order underscores how financial planning is directly tied to battlefield needs, with Kyiv securing long-lead procurement for 2027 while maintaining current fiscal discipline.
