Trump Envoy John Coale Proposes Sanctions Relief for Russian Political Prisoner Release

The Atlantic reported that John Coale, a special envoy appointed by former President Donald Trump, has proposed a new diplomatic approach toward Russia that conditions sanctions relief and the restoration of economic ties on the verified release of individuals designated as political detainees by international human-rights monitors.

Coale's plan envisions a phased program in which each stage of sanctions easing would be triggered only after confirmed prisoner releases. The proposal marks a departure from the current administration's stance, which links any sanctions reduction to concrete steps on Ukraine and broader security concerns.

The envoy has prior experience with such conditional arrangements. In a recent negotiation with Belarus, Coale secured the freedom of 25 political prisoners in exchange for lifting sanctions on two state-owned Belarusian enterprises, describing that deal as an interim step in an ongoing process.

U.S. officials are simultaneously evaluating the possibility of major commercial agreements with Russian entities as a complementary element of a peace strategy. Analysts caution that linking human-rights concessions to economic incentives could set a precedent for future negotiations with authoritarian governments.
