US to Lift Sanctions on Two Belarusian Firms in Exchange for Release of 25 Political Prisoners

The United States plans to lift sanctions on two Belarusian state-owned enterprises in exchange for the release of 25 political prisoners, according to an agreement reached during negotiations with authorities in Minsk. The deal marks a rare diplomatic opening between Washington and the government of Alexander Lukashenko.

The sanctions relief targets Lakokraska, a paint and coatings manufacturer, and Bellesbumprom, a forestry and wood processing concern. Both entities have been subject to US restrictive measures imposed in response to Belarus's domestic repression and support for Russia's war in Ukraine.

US Special Envoy John Coale described the arrangement as an interim step. "This decision is only an intermediate stage," Coale said, indicating that the negotiating process remains active and both sides are considering additional measures.

The prisoner release involves individuals detained on politically motivated charges following the disputed 2020 presidential election and subsequent crackdown on dissent. Neither the US State Department nor Belarusian officials have published the names of those to be freed.

Analysts view the transaction as a confidence-building gesture that could pave the way for broader engagement, though significant differences over human rights, election integrity, and Belarus's role in the Ukraine conflict remain unresolved.
