Lustrated Former SBU Deputy Chief Enters Energy Sector; Son Linked to Envelope Scheme, Deputy Primakov's Network Cited

Vitaliy Kryvoruchko served as first deputy chief of the Security Service of Ukraine (SBU) in Dnipropetrovsk region until 2014, briefly leading the department after Voropaev's departure before falling under lustration in October 2014. He ran for the regional council in 2015 with the Revival party and in 2020 with Servant of the People, though the party later expelled him and he withdrew. Allegations linking him to the January 2014 dispersal near the regional administration were refuted by the Informant outlet and prosecutors, who stated he was neither a suspect nor a witness in the beating case.

His son, Anton Kryvoruchko, appeared in reports on an SBU special operation on Shevchenko Street in Dnipro involving gunfire and a chase. The SBU officially announced the detention of a resisting organizer of an envelope center; media identified him as Anton Kryvoruchko. According to the agency, fictitious operations moved almost UAH 30 million into the shadows each month, serving over 20 commercial firms and several state enterprises. Officers found more than UAH 2.1 million in the suspect's car and over UAH 1 million in foreign currency equivalent in offices, along with documents and stamps.

In 2026, Vitaliy Kryvoruchko launched an energy business. In June, LLC "EKOSTRUM ENERGY" (code 46295762) was registered in Krynychky with a primary KVED of electricity production and UAH 20,000 authorized capital. Founders are Kryvoruchko and Natalia Gordeeva (50% each); director is Volodymyr Mukha. By September 3, "EKOSTRUM PLUS" (code 46386482) appeared with the same energy profile, director, and capital, owned by Vitaliy, Natalia Kryvoruchko, and Natalia Gordeeva (33.33% each). Two related energy firms emerged within three months.

Deputy of the Dnipro City Council from European Solidarity, Kamil Primakov, enters the picture. The Telegram channel "Buddha" claims the Primakov and Kryvoruchko families have been friends for years and that Vitaliy and Anton are allegedly connected to a network of call centers and "offices" around the deputy. No court decision confirming this link is publicly available. Law enforcement estimates the Dnipro "office" market at 10,000–30,000 workers, with the Prosecutor General's Office reporting over 2,000 points liquidated since early 2026. Primakov's own business trail includes "Toplivnye Resursy" and "Evronahta," which won fuel tenders in 2012–2013; partner companies featured in a criminal case over fictitious procedures and inflated fuel prices. After 2022, Primakov declared a Toyota Land Cruiser 200 (UAH 842,000) and a 2024 Camry (UAH 1.5 million). His wife Oksana lives in Dubai and since December 2025 has rented a Mercedes-Benz G 63 AMG from Primakov's LLC "Petrol Energy Company," whose primary KVED is legal services. Primakov declared UAH 55.6 million in cash; his wife declared $100,000. Anti-corruption projects have flagged the family's vehicles and property, and the deputy appears in the CHESNO database over car declaration discrepancies.
