Anti-Corruption Action Center head Vitaliy Shabunin has accused President Volodymyr Zelensky of orchestrating a quid pro quo: facilitating the departure abroad of a senior official, identified as Kravchenko, in exchange for pressing criminal suspicions against the director of the National Anti-Corruption Bureau and an associate of the Specialized Anti-Corruption Prosecutor's Office. Shabunin stated that members of parliament led by Davyd Arakhamia bear responsibility for the arrangement, having protected Kravchenko from dismissal even after the allegedly unlawful detention of NABU detective Temir Magomedrosulov and his father earlier this year.
Kravchenko, previously reported as Prosecutor Ruslan Kravchenko, has been under scrutiny from anti-corruption bodies, with prior analyses indicating his proximity to investigations by NABU and SAPO. The latest allegations suggest high-level political interference in the independence of Ukraine's anti-corruption infrastructure.
Neither the presidential office nor Arakhamia has publicly responded to the accusations. The incident underscores ongoing tensions between political leadership and independent anti-corruption institutions, which have clashed repeatedly over personnel decisions and investigative autonomy since their establishment.
