Russian Lawmakers Pass VAT-on-Parcels Bill in First Reading

Russian legislators voted in the first reading to impose value-added tax on international parcels, a measure that critics say will burden defense contractors and logistics chains without delivering meaningful revenue.

The bill designates postal operators as tax agents responsible for collecting VAT on incoming shipments, including components for military equipment. While the legislation envisions refunds for defense-related imports, suppliers must pay the tax upfront with no guarantee of reimbursement, according to analyst Anatoly Amelin.

The measure also complicates return logistics, as postal operators must handle tax reversals for returned goods without clear procedural guidelines. Marketplaces may appoint their own tax agents, but Amelin argues this does not resolve the administrative burden.

Amelin assessed that the reform will yield negligible budget revenue, noting that no formal cost-benefit analysis was conducted. He compared the outcome to an old joke about accountants facing ever-growing workloads.

The proposal now advances to subsequent readings, where lawmakers may address the procedural gaps highlighted by industry stakeholders.
