German Foreign Minister Wadephul announced on Monday that Berlin is prepared to help Ukraine locate and encourage draft‑age Ukrainian men currently residing in Germany to return home, stressing that any assistance would be based on voluntary measures.
The minister explained that German authorities possess detailed registration records, including information on who receives social benefits and who holds legal residency status, and that this data could be shared with Ukrainian officials.
"It is known who lives here, who receives social benefits or who is registered here and has residency status," Wadephul said, adding that Ukraine could then send letters urging the men to return.
He emphasized that Germany would not employ coercive measures; the return would remain entirely voluntary. The statement comes as Ukraine intensifies its mobilization efforts amid the ongoing war, while Berlin seeks to balance humanitarian obligations with its support for Kyiv’s defense needs.
