Wadephul explained that German authorities possess registration data on Ukrainian men of military age, including those receiving social benefits or holding legal residence status. This information could be shared with Ukrainian officials.
"After all, it is known who lives here, who, for example, receives social benefits or who is registered here and has residence status," Wadephul said. He suggested Kyiv could use such data to send letters urging the men to return voluntarily.
The proposal marks a diplomatic balancing act: Germany seeks to support Ukraine's mobilization needs while respecting legal protections for refugees and avoiding forced repatriation. No formal agreement has been announced.
The move comes as Ukraine faces manpower shortages and seeks ways to reach hundreds of thousands of eligible men abroad. Germany hosts one of the largest Ukrainian refugee populations in Europe.
