Colby delivered the assessment at an online session of the Ukraine Defense Contact Group, which meets in the Ramstein format to coordinate security assistance to Kyiv.

He stressed that Moscow’s restoration of military capacity means that the provision of weapons, ammunition, and training to Ukraine will remain necessary for an extended period.

The remarks reflect the Pentagon’s expectation that the war will require a multi-year commitment from partner nations to maintain defense production and financial aid pipelines.

Colby’s statement came as the contact group continues its regular virtual gatherings to align allied contributions to Ukraine’s defense.
