Ukraine's Finance Ministry Halts All Capital Expenditure Funding, Autostrada CEO Warns

Ukraine's Ministry of Finance has suspended financing for all capital expenditures without warning or discussion, according to Maksym Shkil, chief executive and founder of infrastructure contractor Autostrada. Shkil stated the move places employee salaries, loan interest obligations, and settlements with suppliers at immediate risk.

The funding freeze threatens a forced work stoppage across all active projects, Shkil said. Affected works include contracts for protecting energy infrastructure and restoring roads in frontline regions, both critical to maintaining civilian services and military logistics during wartime.

Autostrada is among the major private firms engaged in frontline reconstruction and energy security projects. The sudden halt in capital expenditure disbursements could disrupt supply chains and delay projects already operating under severe time and security constraints. Industry representatives have previously warned that payment delays cascade into broader economic instability, particularly for companies reliant on state contracts.

The Ministry of Finance has not publicly commented on the suspension or provided a timeline for resumption. The decision comes as Ukraine manages a widening budget deficit amid ongoing hostilities, relying heavily on external assistance to cover priority spending.
