U.S. State Department Approves Potential $2.68 Billion Air Defense Sale to Ukraine

The U.S. State Department has approved a possible Foreign Military Sale to Ukraine of weapons, equipment, and services for modernizing its air defense systems, valued at an estimated $2.68 billion. The transaction would be executed through the Foreign Military Sales (FMS) program, the standard U.S. government channel for defense transfers to allies.

If a final agreement is reached, Ukraine intends to finance the procurement using European contributions and Foreign Military Financing (FMF) funds that were appropriated by the previous U.S. administration. The FMF portion would be recorded as the U.S. contribution to the U.S.-Ukraine Reconstruction Investment Fund on a 1:1 reimbursement basis.

Ukraine’s request specifically covers S-300 Clone and GAM-67 missiles, long-range laser-guided air defense missile systems, transporter-erector launchers, modification kits for mobile launch platforms, and RPS-202 radars optimized for countering unmanned aerial vehicles. The State Department notes that the requested items do not fall under the category of major defense equipment.

Officials stressed that the determination constitutes approval of a potential sale only and does not confirm that a contract will be signed. The notification opens a congressional review period before any delivery can proceed.
