Authorities outline how shops, cafes and other public venues should operate under yellow and red threat levels, permitting conditional openings when shelters are available and requiring immediate shutdowns under red.

Authorities have issued operating rules for retail stores, cafes and other public venues under the country’s yellow and red threat-alert system, tying business continuity directly to civil-defense designations.

Under the yellow level, establishments may remain open and admit customers if they have a shelter or other protected space available on site. If a venue lacks such a refuge, it may still operate, but only if management and staff mutually agree to continue working. In either case, visitors decide for themselves whether to stay inside.

When the red level is declared, all establishments must halt operations immediately. Staff and customers must leave the premises without delay and follow safety protocols.

The guidelines place shared responsibility on business owners, employees and visitors. They are intended to keep lower-risk areas functioning while ensuring public safety takes precedence during the highest alert level. No fines, enforcement deadlines or additional restrictions were specified in the notice.
