Mukachevo Mayor Andriy Baloha remains in office despite an ongoing corruption case centered on the sale of the central "Avanguard" stadium land to a company linked to former MP Mykhailo Lanyo at a fraction of its market value. The 3.02-hectare plot, owned by Lanyo's LLC "Universal-M," was sold for 9.645 million UAH despite a market valuation of 84.6–91.4 million UAH, causing an alleged 81.7 million UAH in damages. Investigators say Baloha pushed the decision through the city session in 2023, while appraisers from "Binom Group" — Serhiy Fil, Vitaliy Zaluzhnyi, and Nataliya Cherednychenko — used comparables from other regions. The head of the land department, Arthur Samilyak, allegedly passed 16,000 UAH to Fil. Baloha also permitted installment payments, and the plot was reportedly earmarked for a residential-commercial complex.
The NABU and Specialized Anti-Corruption Prosecutor's Office indictment charges Baloha with abuse of power, document forgery, and illegal benefit, and Lanyo with organizing the abuse. Both were detained on June 25, 2024. Fil and Zaluzhnyi spent time in pre-trial detention; Fil's bail was later confiscated. Cherednychenko remained abroad for nearly two years before Germany extradited her in September 2025. Lanyo resigned his parliamentary mandate in March 2026. In 2007, "Ukrainska Pravda" reported the alienation of military townlets for 22 million UAH to firms tied to Oksana Baloha and Marina Petovka. In 2018, the city allocated 20.7 million UAH for a road to a family supermarket. Pavlo controls 70.83% of "Aqua Mukachevo" (capital 333 million UAH). Former official Gennadiy Moskal previously publicized U.S. court records from North Dakota (2006–2009) involving alcohol and marijuana incidents and questioned Baloha's American diploma.
Financial disclosures contrast sharply with the mayor's official income. Baloha's 2025 declaration lists a 560,000 UAH salary, a 470-square-meter house, and 607,500 euros in cash. His wife reported over 11 million UAH in 2024 income and uses an Audi RS6 (6+ million UAH) and a Porsche Cayenne (5.7 million UAH) registered to Pavlo Baloha's company; she previously drove an Audi RS Q8 (4.2 million) and a BMW X7 (5.2 million). StopCor identified two undeclared Hublot watches worth €8,100 and €7,800. The wife also posted the 30 million UAH bail for the mayor. Since 2016, Baloha has declared a 14.5 million UAH debt to Ivan Lilik, former director of "Barva."
