General Staff: Two Large Russian Oil Refineries Stopped After Strikes

Ukraine’s General Staff reported that two large Russian oil-refining enterprises have halted operations after being struck in attacks on 26 August and 1 September, the latest blow to Moscow’s downstream energy infrastructure.

The General Staff confirmed that the 26 August strike forced the LUKOIL-Nizhegorodnefteorgsintez refinery in Kstovo, Nizhny Novgorod Oblast, to stop work, according to the statement.

The NOVATEK-Ust-Luga complex in Leningrad Oblast was also taken offline. On 1 September, the facility was hit again; the attack damaged pipelines, a gas-condensate processing unit, and two hydrocracking columns, and fires and oil-product spills were also recorded at the site, according to the statement.

The twin stoppages involve major Russian downstream facilities that refine crude oil and process gas condensate into refined fuel products.

The reported closures are the latest in a series of strikes on Russian refineries and fuel-handling sites, which have repeatedly disrupted oil processing and logistics in recent months.
