Ukraine’s Defense Ministry has stripped 14% of reviewed defense firms of critical-enterprise status, removing their ability to keep military-liable workers from mobilization.
Ukraine’s Ministry of Defense has completed its review of critically important defense-industrial enterprises whose status was granted before July 7, 2026. These companies were the first to be assessed under the government’s new criticality-review procedure.
The ministry confirmed the critical-status designation for 86% of the enterprises that underwent verification. However, 14% failed to confirm their status and therefore lost the right to reserve military-liable employees under Ukraine’s employee-reservation, or bronuvannia, system, which keeps conscripted workers at their civilian jobs rather than sending them to the armed forces.
The Ministry of Defense did not publish the specific list of affected enterprises. Companies that lost their status may apply for reinstatement by submitting a complete documentation package to the ministry for a fresh review.
The new procedure tightens oversight of which defense firms can shield staff from mobilization, reflecting Kyiv’s effort to balance industrial capacity with growing manpower needs on the front line.
